Charles F. Powell, before becoming a Cadet, enlisted as a Private, July, 1861, in the 5th Wisconsin Volunteers; promoted to Corporal, afterward Sergeant-Major, and served to Sep., 1863. Was in all the battles of the Army of the Potomac from its organization to Gettysburg.

Military History. — Cadet at the Military Academy, Sep. 29, 1863, to June 17, 1867, when he was graduated and promoted in the Army toSecond Lieut., Corps of Engineers, June 17, 1867.Served: with Engineer Battalion at Willet's Point, N. Y., Aug., 1867, to May 1, 1871, being Battalion Quartermaster, May, 1868, to May 1, 1871;(First Lieut., Corps of Engineers, Apr. 23, 1869)as Assistant Engineer on the Geodetic Survey of the Northern Lakes, p86 May 7, 1871, and of the Mississippi River, May 26, 1877, to Mar., 1879, — and to Major Gillespie, Apr. 11, 1879, to Oct. 26, 1881; as Engineer(Captain, Corps of Engineers, June 17, 1881)of Thirteenth Light-house District, Oct. 26, 1881, to Apr. 11, 1888; in charge of various Defenses, River and Harbor Improvements, Surveys, Water-gauges, etc., in Oregon, Washington, and Idaho, Oct. 26, 1881, to Apr. 28, 1888; as Secretary and Disbursing Officer of the Mississippi River Commission, and charged with various duties connected therewith, since May 31, 1883; and as Member of Engineer Boards, 1882‑87.Vol. IV
